Since the late nineteenth century and even through the early years of the movement for reform, the issue was considered a matter of negotiating the rights of doctors to prescribe abortion for their patients.

The battles take place in federal and state courts, congressional committees, federal executive agencies, political parties, election campaigns, foreign policy and international organizations, as well as in clinics and doctor’s offices. This chapter portrays the course of these disputes with special attention to the frames of the debates as well as the outcomes—who won, who lost, and the decisions to date. Given the persistence and widespread impact of the abortion conflict in American law, politics, and society, numerous authors have offered solutions to the problem.
